SAP is a DSWD program, pursuant to Republic Act No. 11469 or the "Bayanihan to Heal as One Act", to provide financial assistance to low-income families who are affected by the Enhanced Community Quarantine (ECQ) implemented by the government to mitigate the impact of the Corona Virus Disease 2019 (COVID-19).

Earlier this month, the DSWD received P100-billion from the Department of Budget and Management (DBM) to cover the SAP funding requirements.

"Specifically, the released amount shall be used for the Protective Services for Individuals and Families in Especially Difficult Circumstances or Assistance to Individuals in Crisis Situations and shall be extended to the target low-income household beneficiaries in the form of cash. Said amount will be augmented once the same is liquidated and/or reported to be deficient," the DBM said in its press release.

The DSWD provided the hotline numbers to address confusions as to the recipients of the financial assistance and other concerns relative to the distribution of SAP funds.
