Beneficiary Pays Hair Rebond Using SAP Cash Assistance
A female beneficiary of the DSWD Social Amelioration Program admitted that she used the SAP cash assistance to pay for a hair rebond.
According to Konsi Rico Navarro of Bocaue, Bulacan in the Philippines, the woman was among the stubborn people who were caught violating the curfew under the Enhanced Community Quarantine (ECQ) in Luzon.
The woman, whose name was withheld for privacy reasons, was caught by Navarro and the roving team at 9:30 PM last Monday, April 20, while walking at a street crossing.
She confessed about treating herself with a hair rebond after receiving money worth P6,500 from the Department of Social Welfare and Development, which is intended to be given to the poorest of the poor and the deserving underprivileged sector of the society who lost family income and source of livelihood due to the Coronavirus pandemic.
It is possible that the woman will be delisted as a beneficiary, but Navarro said all they can do momentarily is to penalize her for violating the imposed ECQ curfew.
The SAP is a DSWD program, pursuant to Republic Act No. 11469 or the "Bayanihan to Heal as One Act", to provide financial assistance to low-income families who are affected by the Enhanced Community Quarantine (ECQ) implemented by the government to mitigate the impact of the Corona Virus Disease 2019 (COVID-19).
The budget department downloaded P100 Billion - half of the total allocation - to the DSWD for the purpose. Unfortunately, there were reports that some beneficiaries misused the cash assistance.
